It's 1961. Two servicemen smuggle a box of military gear to USA. Leroy tries out a military camera and accidentally takes a picture of some military facilities. Army finds one of the pictures and thinks they're communist spies....

While everyone knows you can't fight City Hall, there are those who, for whatever reason, can't resist the challenge. Three slightly disturbed psychiatric patients decide to take on the government. What ensues includes car chases, a ferry boat hijack...
